Who should own the oil pool below the gusher?

My Dad father of 9,  an Electrical Engineer with MBA FROM  IIT Chicago.1956 & 1971 I think. sent me an e-mail  which I've converted into a conversation. 

That Gusher is a wake up call to mankind--That oil belongs to mankind--the proceeds of the sale of  that oil shall be used to heal mankind from both natural and man made disasters.

You are 100% correct, It is a Man made disaster of global magnitude that in the interest of science bodes well for future maintainability, of Eden.   This bullied form of progress  full of 

'told-ya-so's"  now impacts a 2 key ingredients for human existence, Water and Food so a global consortium will be convened because currents can take this contamination anywhere, and just in time for 2010 hurricane season which can carry particulates in the upper strata for long distance. A simple example recently documented globally was the` Iceland volcanoe  while it grounded air traffic it impacted EUROPE a big place.lots of life. 

Oil tankers of all types have breached and polluted many coastlines in my lifetime.Off shore drilling was arrogant to begin with Oil and Water have never mixed unless there is an emollient. WATER  is our nutrient and natural solvent   The drill baby drill chants during   the Republican convention aren't so intelligent  now are they?

I am proposing that the entire oil field below that gusher should belong to a new interntional organization—World Distaster Relief  well  you'll be glad to know such an organization exists here it is:http://www.wwdr.org/

It shall have a broad charter that will permit funding to cover oil clean up, deep well research and development, Haiti Relief, Mongolian relief, funding to relief organizations such as the Red Cross,Cancer Victim support, Veteran support , Habitat for ALL humanity, etc.

Yes, and, even provide financial aid to BP

financial aid no! they will be  employed to fix this leak and conduct oceanographic research to preserve the environment not plunder it. They already have the deapsea equipment, geologists, now they can work with universities from around the world providing full tuition for students in all languages.to create healthier sources to  supply electricity.

Let's try to put a positive spin on this horrible mess

This organization shall located in the United States, and have United Nations representatives and will set up Super Fund located in a Switzerland Bank. hmmm dicey after the financial debacle in America, allot of money was stolen. this would be an enormous heist for hackwork land
